Air Quality Neutral Assessment

Policy SI 1 "Improving air quality" of the London Plan states that development proposals must be at least Air Quality Neutral.

This means that developments do not contribute to air pollution beyond the allowable benchmarks. For Air Quality Neutral Assessments there are two sets of benchmarks, which cover the two main sources of air pollution from new developments:

Building Emissions Benchmark

Building Emissions Benchmark (BEB)

Emissions from equipment used to supply heat and energy to the buildings

Transport Emissions Benchmark

Transport Emissions Benchmark (TEB)

Emissions from private vehicles travelling to and from the development

A development must meet both benchmarks separately in order to be considered Air Quality Neutral. If one or both benchmarks are not met, appropriate mitigation or offsetting will be required.

Air Quality Neutral Assessments are required for all types of development. They require input from an appointed energy consultant and transport consultant in relation to gas usage and vehicle trips, respectively.
